Yes on 3 ensures local control, transparency and oversight by requiring public hearings, audits, and public reports to disclose where money is being spent.
Yes on 3 empowers Arkansas communities with the same tools neighboring states are already using against us to compete for new economic development and community revitalization.
It allows local Arkansans to decide for themselves what their community needs most and to create Economic Development Districts designed to achieve our goals without raising taxes.

What is an Economic Development District?
It is a tool that allows Arkansans to designate specific areas within their own community for economic development that makes the most sense for their own local needs.
Issue 3 allows communities to create Economic Development Districts to offer financial incentives designed to spark specific development chosen by a community. Examples of Economic Development Districts being utilized may include to build better roads and infrastructure, more housing, closer access to medical care facilities, grocery stores, or to revitalize blighted areas and town centers.
These incentives are offered without raising taxes and communities maintain full control and oversight with mandated public transparency.
Yes on 3 levels the playing field by empowering Arkansans to better compete for new economic development with the same tools already used by all surrounding states and across the country. Forty-eight other states utilize these tools. Arkansas does not have them. This changes that.
